UN Council Backs Donald Trump's Gaza Initiative

A global body has approved proposals put forward by President Trump for securing a lasting peace in Gaza, including the deployment of an multinational security unit and a eventual avenue to a independent Palestine.

Unanimous Support with Key Absent Votes

The proposal was approved by a vote of thirteen supporting, with both China and Russia choosing not to vote. America's representative the US ambassador told the UN assembly that it charted “a fresh direction in the region for both sides and all the inhabitants of the territory alike”.

Negotiated Phrasing on Independence

Incorporation of mentions to an independent Palestine was the concession the United States offered for support from the Muslim nations, who are expected to supply security forces for the international stabilisation force (ISF).

“The transitional arrangements that we begin today must be executed in following global standards and honoring Palestinian rights,” James Kariuki declared.

Israeli Resistance Remains

However, on the brink of the resolution approval, PM Benjamin Netanyahu reaffirmed his government’s firm resistance to the formation of a sovereign Palestine, raising questions on whether Tel Aviv will accept the execution of the Council-backed plan.

Key Provisions of the Resolution

  • Prompt removal of existing limitations on humanitarian aid into the strip
  • Creation of an multinational peacekeeping unit
  • Steps toward restoration and a eventual “avenue to Palestinian self-determination and sovereignty”

Ambiguous Wording and Stipulations

The inclusion to independence was a compromise addition to an original American proposal which did not mention it. But the phrasing is vague and contingent, promising only that once the Palestinian leadership has undergone changes and the reconstruction of Gaza is progressing, “the conditions may eventually be in place for a realistic route to Palestinian sovereignty and nationhood.”

International Feedback

The wording fell far short of the strong guarantee to the creation of a independent Palestinian entity next to Israel sought by Arab countries, as well as EU representatives, but in speeches to the council after the decision, envoys from those states said they were prepared to accept the settlement in the interests of prolonging the current truce and swift steps to provide for and safeguard the over two million Palestinian people in the strip.

“We has ultimately decided to vote in favour of this resolution, a resolution that we support its core objective, namely the maintenance of the cessation of hostilities and the creation of circumstances allowing the Palestinian population to claim their basic entitlements to self-determination and statehood,” Algeria's representative stated.

Implementation Challenges

The resolution gives overall oversight authority to a “peace board” headed by Donald Trump, but of undefined composition. This committee has to report to the United Nations but it is not bound by the desires of the global organization or by the PA.

It also calls for the establishment of a specialized Palestinian group that is supposed to run day-to-day governance of the Gaza Strip and the distribution of aid, but it is quite ambiguous who would take part.

Security Force Mission

The authority of the ISF gives it authority to neutralize and disband militant organizations in the strip, but it is quite ambiguous that possible sending countries would consent to confront such organizations. Not a single nation has so far pledged to contributing forces.

Additionally the criteria for reform of the Palestinian Authority, the precondition towards steps to Palestinian statehood, have been unclear.

European officials said they deemed it necessary that the identities of the Palestinian technocratic committee to provide utilities was settled as without delay.
